–A state may define a small employer as 50 or less.
–One year after enactment awards will be made to establish American Health Benefit Exchanges, renewable until January 1, 2015, .
–Exchanges facilitate the purchase of qualifed health plans, provide for the establishment of a Small Business Health Options Program (SHOP Exchange).
–Certified health plans will ensure a sufficient choice of providers, include essential community providers to serve low-income, medically underserved individuals, be accredited on clinical quality measures, implement qulity improvement strategy, and utilize uniform enrollment forms, and present theri plans in the approved manner.
–Each plan will be rated according to quality and price and enrollee satisfaction. Internet portal will be available for enrollment.
–An initial open enrollment period will begin July 1, 2012, with open enrollment periods and special enrollment periods thereafter.
–The Exchange must inform individuals of eligibility requirements for Medicaid, CHIP, any applicable State or local public programs and screen and enroll individuals if eligible.
–The Exchange must also grant certificates of excemption from the individual requirement or from the penalty imposed by such section because there is no affordable option or the individual meets other such exemption from the individual responsibility requirement or penalty.
–Exchange will consult with stakeholders to assure the enrollment of eligible individuals.
