–An Office on Women’s Health is to be established within Health and Human Services with a Deputy who is to establish short and long-range goals and objectives for issues of particular concern to women throughout their lifespan.
–An Office of Women’s Health is to be established within the Office of the Director of the Centers for Disease Control and Prevention.
–Savings generated for the Medicare program are to extend the solvency of he Medicare trust funds, reduce Medicare premiums and other cost-sharing for beneficiaries, and improve or expand guaranteed Medicare benefits and protect access to Medicare providers. Minimum benefits of Medicare Advantage plans cannot be reduced.
–The President is to establish within the Department of HHS a council to be known as the National Prevention, Health Promotion and Public Health Council. The Surgeon General is to chair the Council, which shall include the Secretaries of Health and Human Services, Agriculture, Education, Transportation, Labor, Homeland Security, The Chairman of the Federal Trade Commission, the Administrator of the Environmental Protection Agency, the Director of the Office of National Drug Control Policy, the Director of the Domestic Policy Council, the Assistant Secretary for Indian Affairs, the Chairman of the Corporation for National and Community Service, and the head of any other Federal agency the Surgeon General deems appropriate. They are to provide coordination and leadership about the public health system, develop a national health care strategy, and provide recommendations about the most pressing health issues.
–An Advisory Group to the Council of at most 25 persons is to be appointed by the President and is to be within the HHS Department. A program called Healthy People 2010 is to contain initiatives regarding nutrition, exercise, and smoking cessation, and targeting the 5 leading disease killers in the United States.
