–Medicare cannot make payments to any entity outside the United States.
–The Secretary will establish a National Correct Coding Initiative to reduce overbilling and fraud. This is to become effective 1/1/2011, even if regulations have not been established.
–No person shall misrepresent a health plan’s financial condition or solvency, its benefits, the regulatory status. Violators are subject to fines and up to 10 years in prison.
–The National Association of Insurance Commissioners is to develop a model uniform report form for health insurance issuers seeking to refer suspected fraud and abuse.
–Block grants to states for social services will include services to protect elders from abuse. This shall be known as the Elder Justice Act of 2009. Additional services for the elderly will be available for protection from physical and psychological abuse, as well as neglect by themselves and others. An Elder Justice Coordinating Council is to be established, which will include the Secretary, the Attorney General, and the head of each Federal department or agency having responsibilities to elder abuse, neglect, and exploitation.
