–The Director of the Centers for Disease Control and Prevention shall convene an independent Community Services Task Force to review the scientific evidence and make recommendations to be published as the Guide to Community Preventive Services.
–A health promotion outreach and education campaign to raise public awareness of health improvement across the life span is to promote the use of prevention, encourage healthy behaviors, and educate consumers about preventive services covered under health plans. A website is to be set up to provide guidelines for nutrition, regular exercise, obesity reduction, smoking cessation, and specific chronic disease prevention. Up to $500 million dollars can be spent on these campaigns.
–School-based health centers are to be encouraged through grants for facilities only. Centers are to provide services for both physical and mental health, but not for abortion services. Preference for grants is given to underinsured and underserved children.
–A 5-year national public education campaign focused on oral healthcare prevention and education is to be funded.
