–Medicaid Improvement Fund for years 2014 to 2018 are rescinded.
–Enhanced support for the Children’s Health Initiative Program shall begin on October 1, 2013 and go to September 30, 2019, in the amount of 23% increase, but in no case shall it exceed 100% of the state’s cost.
–In the event that allotments are insufficient to provide coverage to all children who are eligible, a state shall establish procedures to ensure that such children are provided coverage through an Exchange.
–The “legal resident” verbiage of CHIPRA is replaced by “lawfully residing in the United States.”
–As a condition for receipt of federal funds for financial assistance, a state shall establish procedures for enrolling and renewing individuals through an internet website into state plans. They must also be screened for enrollment into an Exchange, including premium assistance.
–Participating hospitals will be able to determine a person’s eligibility for Medicaid.
–Freestanding birth centers, including any midwives licensed by the State with or without the supervision of a medical doctor, are to be conracted for Medicaid.
