–The Advisory Board on Elder Abuse, Neglect and Exploitation made up of 27 members, is to create strategic plans for the development of elder justice and to make recommendations to the Elder Justice Coordinating Council. It is to promote the quality of, and prevent abuse, neglect and exploitation in, long-term care. $7,000,000 per year is to be used for this purpose.
–Grants to establish and operate stationary and mobile forensic centers to develop and provide services for elder justice are to be made.
–Grants and incentives are to be made to provide for those who train for, seek, and maintain employment providing direct care in long-term care. Specific programs to promote retention, human resource policies that reward high performance, the creation of a workplace culture that respects and values caregivers and their needs as well as the rights of residents are to be supported.
–EHR programs (Electronic Health Records) in long-term care facilities, including electronic prescribing, are to be supported.
–Health and Human Services is to provide funding for Adult Protective Services across the states, $100 million is to be allocated on a pro-rata basis by population of states.
–Grants and training for long-term care ombudsman programs are to be made.
