–The HHS Secretary is to develop a methodology to measure health plan value. Factors to consider include cost, quality, efficiency, relative risk, and actuarial value.
–Medicare and Medicaid computers and data systems are to be modernized.
–Beginning in January 2011, a Physician Compare Internet website will be available. Medicare beneficiaries who choose high quality doctors may receive a financial incentive to do so.
–Medicare data will be made available to those who seek to provide comparative data for quality purposes.
–Grants are available to community-based collaborative care networks who provide services to low-income individuals. Funds may be used to improve access, enroll, provide case management, provide transportation, expand capacity, or provide direct services.
–An Office of Minority Health, including a Director and Staff, is to be placed within the departments of The Center for Disease Control and Prevention, the Health Resources and Services Administration, the Substance Abuse and Mental Health Services Administration, the Agency for Healthcare Research and Quality, the Food and Drug Administration, and the Centers for Medicare and Medicaid Services.
